EIRSD CMGC Oxbow WRF Upgrade

GSE was selected by the Eastern Idaho Regional Sewer District as the Construction Management/General Contractor (CM/GC) for the initial Pre-Construction services for upgrades valued at an estimated $39 million to its Oxbow Water Reclamation Facility (WRF). During pre-construction GSE provided constructability reviews, iterative price modeling, and value engineering. As part of the design-assist portion of the project the team identified a plant capacity bottleneck that was leading towards a curtailment order. The project was split into two phases, Phase 1 to address the near-term capacity bottleneck and Phase 2 to address the long-term capital improvements needed. A Guaranteed Maximum Price (GMP) for Phase 1 was developed and negotiated in collaboration with the owner and key stakeholders with a value of $19M and groundbreaking commenced in June 2023. Phase 1, focusing on the biological basins, electrical systems, and yard piping is expected to be completed in Q4 2024 while Phase 2, encompassing upgrades across the plant including the influent lift station, headworks, and the membrane bioreactor system is approaching GMP.
